Build the silo first in stardew valley. The silo does not need to be near the coop, it can be anywhere on the farm. If you want the hay to be available in the manger in the barn, though, you need to put hay in the silo. On the the other hand, you don't have to have a silo. You can buy hay from marnie and store it in a chest.
